Darek Baskin, P.E., Engineering Director

Darek Baskin joined the City of Brentwood in 2017 as City Engineer, later serving as Capital Projects Engineer before becoming Director of Engineering in 2022. A licensed professional engineer in four states, he holds a Bachelor of Science in Civil Engineering from the University of Memphis and has over 20 years of private consulting experience in the Memphis area. He began public service in 2008 as City Engineer and Director of Planning, Economic Development, and Codes for Millington, TN, where he served for eight years.  Subsequently, he worked with the City of Memphis Land Development Office, serving the City Engineer as Development Review Coordinator.  On acquiring the position in Brentwood, Darek and his wife of 42 years moved to the area and now enjoy living in Middle Tennessee, where they appreciate the region’s sense of community and natural beauty.

Sarah Katherine Totty, P.E. City Engineer-Capital Projects

Sarah Katherine Totty is a licensed Professional Engineer who joined the City’s engineering team in 2023. She is responsible for the City of Brentwood’s Capital Improvements Program and the Municipal Separate Storm Sewer System (MS4) Program. Capital projects includes a broad range of specialties overseeing survey, design, geotechnical reports, right-of-way acquisition, utility coordination, environmental, permitting, community outreach, agency coordination, construction oversight and consultant management. She started off her career consulting for the City of Memphis, where she was assigned to work in the Land Development Office reviewing plans and coordinating with consultants on projects. After moving to Nashville with family, she moved her career into the civil engineering private sector, designing subdivisions and roadway networks in the Brentwood and Greater Nashville area. She felt called back to the public sector of civil engineering and began work at two other municipalities in Williamson County where she served as the Interim City Engineer and City Engineer. She has a Bachelor of Science degree in Civil Engineering from the University of Tennessee at Knoxville.

Jason Deal, P.E. City Engineer-Development Specialist

Jason Deal is a licensed Professional Engineer who joined the City’s engineering team in 2023 as a City Engineer - Development Specialist.  In this role, Jason is responsible for ensuring new developments, both residential and commercial, comply with City standards. Some of the tasks in this role include plan review, site inspection, participation in the Planning Commission meetings, coordination with other government agencies, bond estimating, stormwater compliance, permit reviews, and communication with developers, contractors, City officials, and the public. A native of Williamson County and second-generation civil engineer, he started his career in private engineering consulting in 1994 working for his father whose primary services included architectural and civil engineering design for local public sector clients. Mr. Deal has held many roles in his carrier including Project Engineer, Development Service Manager, Senior Project Manager and most recently as Chief Engineer for a local civil engineering design consulting firm. Mr. Deal holds a Bachelor of Science in Civil Engineering from Tennessee Technological University and is currently licensed as a Professional Civil Engineer in states of Tennessee, Kentucky, Alabama, and Georgia

Kevin Blackburn, P.E., GISP, City Engineer-Development Specialist

Kevin Blackburn is a licensed Professional Engineer who joined the City’s engineering team in 2024 as a City Engineer - Development Specialist.  In this role, Kevin is responsible for ensuring new developments, both residential and commercial, comply with City standards. Some of the tasks in this role include plan review, site inspection, participation in the Planning Commission meetings, coordination with other government agencies, bond estimating, stormwater compliance, permit reviews, and communication with contractors, City officials, and the public.  He started his career in private engineering consulting in 2003 providing civil engineering services to primarily public sector clients and serving as a contracted City Engineer for multiple other cities. His love for serving the public sector has led him to transition from working as a consultant in the private sector to now serving the City of Brentwood as City Engineer. Blackburn has a Bachelor of Science and Master of Science in Civil Engineering from the University of Kentucky and is also a certified Geographic Information Systems Professional (GISP) and FAA Certified Remote Pilot.

Jordan Cole, Staff Engineer

Jordan Cole joined the City’s engineering team in 2024 and now serves as Staff Engineer for the City of Brentwood. In this role, he assists with the city’s capital projects and coordinates the technical and regulatory aspects of the City’s National Pollutant Discharge Elimination Systems (NPDES) general permit for storm sewer system discharges. Growing up in Fort Myers, FL, Jordan graduated from Florida Gulf Coast University in 2017. He began his career in the private sector, specializing in residential and commercial site design in both Florida and Tennessee. Jordan gained valuable experience in the private sector before transitioning to the public sector, where he now leverages his skills to contribute to the development and maintenance of the city's infrastructure. Jordan now resides in Nashville with his wife.

Paul Menard, Engineering Technician

Paul Menard is a dedicated public servant and proud native of the Tidewater region of Virginia, who has built a life rooted in service, family, and community. Married to his wife Rachel for over 23 years, Paul is a devoted husband, father of two, and grandfather. Professionally, Paul brings well over a decade of specialized inspection experience through his time with the U.S. Navy SeaBees, where he currently serves as an Equipment Operator First Class Petty Officer. With more than 16 years of total service in the Navy, he has exemplified commitment, discipline, and resilience. In civilian life, Paul has continued to serve his community through local government roles, first as a Development Inspector for the City of Spring Hill and now with the Brentwood Engineering Department. His work plays a vital role in ensuring the integrity and sustainability of public infrastructure. With a strong foundation in both military and municipal service, Paul Menard stands as a model of leadership, integrity, and dedication to the greater good.

 

Ryan Lauman, Engineering Technician

Ryan Lauman is an Engineering Technician for the City of Brentwood, originally from Pittsburgh, Pennsylvania. He supports a wide range of infrastructure and development projects, with responsibilities including construction inspection, stormwater management, erosion and sediment control oversight, and coordination with contractors, developers, and the public. Ryan began his career on the private side of erosion and sediment control, gaining hands-on experience with site stabilization, BMP installation, and regulatory compliance from a contractor’s perspective. He now applies that practical background to his work with the City, helping to ensure that development projects are executed responsibly and in full compliance with local, state, and federal regulations.
