Local streets only. Speed Humps are not available on collector or arterial streets. A separate petition is required for each proposed hump location. Residents or the HOA pay 60% of construction costs.
Criteria for Streets and Speed Humps
All of the following must be met for a street to qualify:

Step-by-Step Process

HOA Prerequisite. If a Homeowners Association (HOA) exists for your neighborhood, the HOA must submit the request first. If the HOA denies the request or takes no action within 90 days of receiving a written resident request, a resident may then submit directly. Attach documentation of HOA denial or the dated written request.

Submit Form TC-A — Initial Study Request. Collect signatures from more than 50% of homes within 600 feet of the proposed hump(s). One signature per residence; eligibility ends 100 ft before a stop sign or traffic impediment. An HOA letter of support may substitute for individual signatures. Submit the completed form and signature sheet to Engineering.

City Engineering Study. Engineering reviews the request and determines whether the street meets all eligibility criteria. If warranted, a traffic study is conducted and a recommendation is prepared. You will be notified of the outcome.

City Mails Form TC-B — Second-Round Petition. If the study recommends proceeding, the City mails a second-round petition to all households within 600 feet of each proposed hump. A separate petition is required per hump. The City mails twice.

45-Day Voting Window. Residents have 45 days to return their signed petition. One 30-day extension may be granted if extenuating circumstances exist — the extension request must be submitted within 7 days of result notification. Non-responses count as NO votes. Vote eligibility is not contingent on HOA membership.

2/3 Threshold Vote. If at least 2/3 of households in the affected area (within 600 ft of that hump) vote YES — and agree to the cost-share terms — the petition passes and is forwarded to the Board of Commissioners.

Board of Commissioners Approval. The Board approves the project and authorizes construction. Following approval, residents or the HOA must submit full payment within 6 months. The petition expires if payment is not received on time. Unused funds are returned after project completion.

Construction. Engineering schedules and oversees installation. You will be notified of the construction timeline.
Failed Petition — 24-Month Moratorium. If a petition does not reach the 2/3 threshold, a 24-month moratorium begins on the last day of the voting window. No new petition may be submitted for the same location during the moratorium. (A 12-month moratorium applies if the vote was within 12 months before 02/09/2026.)
